My FOGR rule book finally arrived and I'm busily reading. Found something I would like clarified.

Just looking at the table for "close combat rolls to hit" and a bit puzzled. It appears to me there is no benefit for being +poa and no penalty for being -- poa. Can anyone enlighten me?

If you have a +1 poa, you hit on a 4+, your opponent on a 5+.

If you have a -2 poa you hit on a 5+, your opponent hits on a 3+
